Freshly cleared ground is rarely level ground. Old root holes, machine ruts, and the humps where brush piles burned all need shaping before the parcel behaves. Around here the extra stake is drainage: our flat coastal clay holds water anywhere the grade dips, and a parcel that ponds after every storm was leveled wrong or not at all.
Pad work is its own discipline: building up, compacting, and crowning the spot where a structure or manufactured home will sit, so the first tropical downpour drains away from it instead of under it.
Ask the operator to talk through where the water will go before the blade drops. The good ones answer in specifics, and it is the cheapest flood insurance you will ever buy.
